According to a report released in April, 2023 from a review conducted by the California Little Hoover Commission (LHC), a non-partisan citizen’s commission to improve state government, it was concluded that the state’s developmental disability system failed to provide equal access to publicly funded services for people with intellectual/developmental disability (I/DD) due to geographic location and/or ethnicity.
