Reimbursement rates for one-to-one supportive living services for individuals with intellectual and developmental disabilities (I/DD) in Arkansas are 23% below the actual cost of care, according to a Milliman analysis commissioned by the Arkansas Department of Human Services (DHS) under Act 1023 of 2025.
