Avalon Correctional Services Preparing To Exit Texas Sex Offender Housing Contract Due To Rate Dispute

On July 1, 2014, Avalon Correctional Services told the Texas Office of Violent Sex Offender Management (OVSOM) to remove about 60 sex offenders under civil commitment from Avalon’s halfway houses by July 28, 2014. The offenders are placed in Fort Worth, Dallas, and El Paso. Avalon’s contract with OVSOM is planned to expire in August 2015; it has been negotiating a rate increase with OVSOM, but reached an impasse.

Since April 2014, Avalon had been seeking an increase to its per diem rate from $44 to $61.81 to cover travel costs to a specialized court in Montgomery . . .
