California Attorney General Seeks To Take Control Of L.A. County Juvenile Halls
On July 23, 2025, the California Attorney General asked the Los Angeles County Superior Court to place Los Angeles County’s juvenile halls into a receivership. The county has been accused of failing to comply with a stipulated judgment, an enforcement order, and two stipulated amendments secured by the Attorney General’s Office since 2021. Despite continuous enforcement and monitoring, conditions at the county’s juvenile halls have deteriorated, according to the Attorney General.
The Attorney General said the county remains out of compliance with 75% of the provisions in the stipulated judgment. The failures include:
Adequate staffing
Stopping drugs . . .
