California Medicaid To Assess Home & Community-Based Services Waiver Settings For Compliance With New Federal Definition

On September 19, 2014, the California Department of Health Care Services (DHCS) released a draft Statewide Transition Plan (STP)  signaling how it will assess community settings serving people enrolled in Medicaid home- and community-based service (HCBS) waivers to determine if the settings meets new federal requirements. The STP presents ways in which DHCS proposes to evaluate HCBS setting compliance with the new federal requirements for the state's two approved 1915(i) state plan amendments and eight 1915(c) waivers.
