California Medicaid To Transition ICF-DD Continuous Nursing Settings From Waiver Coverage To State Plan Long-Term Care Benefit Under Federal HCBS Settings Final Rule
The California Department of Health Care Services (DHCS) is developing a Medicaid state plan amendment (SPA) to transition coverage of Intermediate Care Facilities for the Developmentally Disabled –Continuous Nursing (ICF/DD-CN) from waiver coverage to a state plan long-term care benefit. Currently, ICF/DD-CN settings are covered under the state’s 1915(c) Home and Community-Based Alternatives (HCBA) waiver. DHCS said the change will help the state comply with the federal final rules governing HCBS services by reinforcing the delivery of services in integrated, community-based settings that support individual choice and autonomy.;
