California Misses ESSA Deadline For Foster Youth Educational Continuity Provisions
The California Department of Education (CDE) missed the deadline for implementing provisions of the federal Every Student Succeeds Act (ESSA) related to educational continuity for youth in foster care. ESSA was enacted in December 2015; it ordered state educational agencies to develop plans by December 10, 2016, for paying for foster youth to ride school buses and other policies to support school stability. The goal of this provision is to improve education outcomes for youth in foster care.
