California Releases Model Ordinance Banning Homeless Camping

On May 12, 2025, the Governor of the State of California released a model ordinance for adoption by local governments that restricts public camping by homeless persons. The model ordinance, Addressing Encampments With Urgency And Dignity, would help local communities set appropriate rules around encampments and establish effective enforcement procedures that prioritize notice, shelter, and connection to services for homeless persons.

The model ordinance follows and builds on the Governor’s July 2024 executive order urging all local jurisdictions to address encampments quickly and to use state and local funding to connect people experiencing homelessness with needed supports and services . . .
