California To Move An ICF-DD Setting From Waiver To State Plan To Comply With Federal HCBS Settings Final Rule
The California Department of Health Care Services (DHCS) is developing a state plan amendment (SPA) to move one of its Intermediate Care Facility (ICF) housing settings for people with intellectual/developmental disabilities (I/DD) from waiver coverage to a state plan benefit. The change is intended to bring the state into compliance with federal rules on living settings appropriate for delivery of home- and community-based services (HCBS). Federal rules require HCBS to be delivered in integrated, community-based settings that support individual choice and autonomy regarding visitors, nutrition, and personal resources. ;
