Starting January 1, 2020, the District of Columbia Department of Health Care Finance (DHCF) will pay for services provided to adult beneficiaries (ages 21 to 64) while in an institution for mental disease (IMD) through the District's Behavioral Health Transformation 1115 demonstration. The demonstration was approved by the Centers for Medicare and Medicaid Services (CMS) on November 9, 2019. An IMD is defined as a facility with more than 16 beds that provides services to people with serious mental illness (SMI)/serious emotional disturbance (SED), or substance use disorder (SUD).
