CMS Approves Minnesota’s Medicaid 1115 Demonstration Amendment, Expanding Eligibility To More Foster Youth
On June 26, 2025, the Centers for Medicare & Medicaid Services (CMS) approved Minnesota’s request to amend its Minnesota Prepaid Medical Assistance Project Plus (PMAP+) section 1115 demonstration. The change allows the state to extend Medicaid eligibility to more young adults who had been in foster care in another state (or tribe) when they aged out. Going forward, former foster youth under age 26, who were enrolled in Medicaid when they turned 18 on or before December 31, 2022, will be eligible for Medicaid regardless of whether they are eligible or enrolled in a separate mandatory eligibility group.
