Colorado Medicaid Cuts Community Connector Rates & Hours By 50% Amid $1 Billion Budget Shortfall
The Colorado Medicaid program cut rates and service limits starting April 1, 2026, for its child-focused Community Connector service as part of a larger mid-year effort to address a $1 billion budget shortfall tied to changes in federal Medicaid funding.
The Community Connector service is a home- and community-based services (HCBS) benefit available through the Children’s Extensive Support (CES) and Children’s Habilitation Residential Program (CHRP) waivers. Approximately 80% of CES participants use the service.
The program provides one-on-one support to help children build skills to safely and independently access community settings alongside peers . . .
