Delaware To Raise Rates For Medicaid HCBS For Adults With Intellectual/Developmental Disabilities
On September 4, 2018, Delaware Governor John Carney signed legislation that raises reimbursement rates for Medicaid home- and community-based services (HCBS) for adults with intellectual/developmental disabilities (I/DD). The bill does not change the HCBS benefit. Instead the bill sets a process to raise reimbursement rates to increase hourly wages of direct support professionals (DSPs), and fully fund the services DSPs provide at a benchmark rate set in 2014. The goal is to improve recruitment and retention of DSPs, to decrease staff turnover, and to decrease position vacancies.
