Disability Rights Washington Finds State Institutions Fail To Protect People With Developmental Disabilities

Washington's state institutions fail to protect people with developmental disabilities. Throughout Washington's four state-run Residential Habilitation Centers (RHCs), employees reported 257 allegations of injury of unknown origin, 25 accident allegations, and 16 allegations of residents being put into restraints or seclusion.
