FCC & HHS To Allow Managed Care Plans & States To Text Medicaid Beneficiaries To Warn Of Enrollment Changes
On January 23, 2023, the Federal Communications Commission (FCC) and the U.S. Department of Health and Human Services (HHS) announced a Declaratory Ruling stating that Medicaid managed care plans and states will be allowed to send text messages and pre-recorded telephone calls to Medicaid beneficiaries to warn them of enrollment changes. Programs that are allowed to provide this method of communication include the Medicaid program, the Children’s Health Insurance Program (CHIP), the Basic Health Program (BHP), and the Health Insurance Marketplace (Marketplace).
