Florida Licensed Foster Homes Decline 23% Between 2023 & 2025

Florida had 6,699 licensed foster homes in 2025, down 23.1% from 8,712 in 2023, a loss of 2,013 homes. The decline occurred as the number of youth in foster care also fell about 25%, from 20,177 in 2023 to 15,141 in 2025. The state is participating in the federal A Home For Every Child initiative, which aims to increase licensed foster families, support kinship caregivers, and move states toward a 1:1 ratio of foster homes to children in foster care.
