Florida Submits Five-Year IMD Section 1115 Medicaid Demonstration

On January 16, 2026, Florida submitted a new five-year Medicaid Section 1115(a) demonstration request titled Florida Institutions for Mental Disease (IMD) Section 1115 Demonstration to the Centers for Medicare & Medicaid Services (CMS). The submission updates a draft proposal released in November 2025 and incorporates public comments, removes certain Qualified Residential Treatment Program (QRTP) language, and adds a budget neutrality workbook.

The demonstration applies to individuals enrolled in Florida’s Statewide Medicaid Managed Care (SMMC) program. It seeks federal authority to reimburse short-term services delivered in institutions for mental diseases (IMDs) for adults ages 21 to 64 . . .
