Four States Join Federal ‘Home For Every Child’ Foster Care Pilot
Four states (Louisiana, Missouri, Oklahoma, and Tennessee) have announced plans to participate in a new federal foster care pilot initiative called A Home for Every Child that was established in November 2025 by a presidential executive order. The goal of the pilot is to ensure that states have at least one foster home available for each child in foster care. The Administration for Children and Families (ACF) issued a technical bulletin on December 19, 2025, to implement the initiative.
