Illinois DCFS Submits Six-Month Improvement Plan To Improve Foster Care Program
On February 24, 2016, the Illinois Department of Children and Family Services (DCFS) submitted a six-month improvement plan to bring the state into compliance with the terms a long-running 1995 consent decree in B.H. v. Sheldon, to improve conditions for children in foster care. The plan provides details about DCFS plans for additional oversight, pilot programs, and staff training. A key goal is reducing how long foster children with emotional or behavioral problems stay at residential centers. A pilot foster home program will start in Cook, Kane, and Winnebago counties.
