Illinois Law Raises Adult Cannabis Possession Limits & Restricts Intoxicating Hemp Sales

Illinois Governor J.B. Pritzker signed legislation raising adult-use cannabis possession limits for adults age 21 and older while creating a new regulatory framework for intoxicating hemp-derived products. Beginning November 12, 2026, intoxicating hemp products such as Delta-8, THC-P, and HHC may only be sold through licensed Illinois cannabis dispensaries. Those products are currently sold through gas stations, smoke shops, and other retailers outside the state's regulated adult-use cannabis market. Sales remain prohibited to anyone under age 21.
