The Arizona Department of Child Safety (DCS) is planning to improve access to behavioral and health services for children and youth in foster care in order to settle a Federal lawsuit. The improvements have been preliminarily approved in a revised settlement agreement to resolve a class action lawsuit, Tinsley et. al. v. Flanagan et al., filed in 2015.
