Indiana Medicaid Waiver Invitations Hit Capacity, More Than 10,000 Still On Waitlists
Indiana’s combined waiting lists for Medicaid home- and community-based services (HCBS) through the state’s Health and Wellness waiver and its PathWays waiver exceeded 10,000 people as of April 2025. The Indiana Family and Social Services Administration (FSSA) initiated the waiting lists in 2024 as a cost control measure, after identifying a $1 billion Medicaid budget shortfall. The two waivers provide access to HCBS for individuals with disabilities. The Health and Wellness waiver serves people under age 60, and the PathWays waiver serves people age 60 and older.
