Judge Finalizes Arizona Prison Health Care Receivership Amid Multi-Year Class Action Lawsuit & Constitutional Violations

Judge Roslyn Silver of the United States District Court for the District of Arizona appointed Annette Chambers-Smith, former director of the Ohio Department of Rehabilitation and Correction, as receiver over health care services within the Arizona Department of Corrections, Rehabilitation, and Reentry (ADCRR). The appointment follows the court's February 19, 2026, ruling that a receiver was necessary to correct constitutional violations in the medical and mental health care provided to the plaintiff class of prisoners in ADCRR custody.
