Judge Overseeing Texas Child Welfare Overhaul Appoints Two Special Masters To Help Bring State Into Compliance

On March 21, 2016, the federal judge overseeing the Texas child welfare system overhaul appointed two Special Masters to help bring the state’s system into compliance with federal requirements as part of a court order in a class-action lawsuit. U.S. District Court Judge Janis Graham Jack named Kevin Ryan, former New Jersey Commissioner of Children and Families, and Francis McGovern, JD as co-Special Masters. On April 1, 2016, Mr. Ryan and Mr. McGovern began drafting a proposal to address problems identified in the lawsuit. Their proposal will be submitted to Judge Jack within six months.
