Juvenile Detention Placements Drop 41% In Casey Foundation Sites; Admissions Down 17%

Out-of-home juvenile detention placements decreased by 41% in 2025 across 17 jurisdictions participating in The Annie E. Casey Foundation’s probation transformation initiative, according to the organization’s 2025 annual results report.

In total, 30 jurisdictions have adopted the foundation’s probation transformation model, which focuses on diversion, reducing out-of-home placements, and shifting probation toward shorter, relationship-based interventions supported by community services. Seventeen jurisdictions reported complete data through 2024 for the probation transformation initiative.
