Kentucky Governor Signs Emergency Measures To Correct Department Of Juvenile Justice Practices

Kentucky plans to enhance safety at Department of Juvenile Justice (DJJ) facilities by implementing two emergency regulations signed by Governor Andy Beshear on September 25, 2025. The emergency regulations update restrictive housing policies and increase juvenile access to mental health care. The updates are the first in 20 years, according to the announcement.

The two emergency updates address restrictive housing policies, formerly known as isolation, to prioritize the safety and mental health of juveniles through DJJ leadership reviews, time limits and training.
