On September 11, 2025, the National Alliance To End Homelessness (Alliance) and Women's Development Corporation sued the federal Department of Housing and Urban Development (HUD) for abruptly changing the terms of grant funding for Continuum of Care builds (CoC Builds) to create new units of permanent supportive housing.
