Lawsuit Challenges Abrupt HUD Changes To Continuum Of Care Build Grants For Permanent Supportive Housing
On September 11, 2025, the National Alliance To End Homelessness (Alliance) and Women's Development Corporation filed a lawsuit and a motion for a temporary restraining order against the federal Department of Housing and Urban Development (HUD) for changing the terms of grant funding for Continuum of Care Builds (CoC Builds) to create new units of permanent supportive housing (PSH). The grants provide funding for construction, acquisition, or rehabilitation of new units of PSH specifically for individuals and families experiencing homelessness where one member of the household has a disability.
