Legislative Task Force Recommends Michigan Adopt Performance-Based Child Welfare Funding Model Based On Case Rates

On February 24, 2014, the Michigan Child Welfare Performance-Based Funding Task Force released its recommendations to the legislature proposing that the state implement a performance-based model based on case rates to fund children’s services across a continuum of care. If the legislature promptly approves policy changes needed to implement the model, the Michigan Department of Human Services (DHS) will establish an actuarially sound rate and complete a full cost analysis of a 100% “purchase of service” model with performance targets in Kent County during state fiscal year 2015.  This will include statewide expansion to take place gradually . . .
