Louisiana Medicaid Paid MCOs $2.7 Million For Incarcerated Individuals From February 2012 Through December 2013
After implementing statewide Medicaid managed care in January 2012, the Louisiana Department of Health and Hospitals (DHH) made capitated payments of $2.7 million to the managed care organizations (MCOs) on behalf of 2,644 incarcerated individuals between February 2012 and December 2013. The federal Medicaid program does not allow federal matching funds for services provided to incarcerated beneficiaries, although it does provide a federal match for services provided to Medicaid-eligible offenders in community settings. The problem was that until September 2013 DHH had not implemented a process for identifying incarcerated beneficiaries in a timely manner.
