Maryland Approves $465 Million In Contracts With 31 Provider Organizations To Add Over 2,000 In-State Foster Care Beds

The Maryland Board of Public Works approved $465 million in Department of Human Services (DHS) contracts to increase foster care capacity to 2,013 beds, a 4.8% increase from the previous 1,920-bed capacity. The contracts were awarded through a non-competitive procurement to 31 child placement agencies. The contracts have a three-year initial term with a combined value of $279 million, followed by a two-year renewal option with a combined value of $186 million. The contracts were slated to begin on October 1, 2025. The services are reimbursed on a per-diem basis.
