Juvenile Justice Pay For Success Initiative Launched in Massachusetts
On January 29, 2014, the Commonwealth of Massachusetts, Roca, Inc., and Youth Services, Inc., (YSI) launched a pay-for-success initiative focused on juvenile justice. The initiative is intended to reduce incarceration and increase employment among the highest-risk, justice system-involved youth between the ages of 17 and 23 who live in the greater Boston, greater Chelsea, and greater Springfield areas of Massachusetts. Pay-for-success is an outcomes-driven model for providing social services in which private investors fund the services.
