Michigan Transformation To Child Welfare System Has Improved Safety For Children & Families

On January 24, 2023, a monitoring team for the Michigan Department of Health and Human Services (MI DHHS) reported safety improvements for children and families through systemic changes made in response to the Modified Implementation, Sustainability and Exit Plan (MISEP) of the long-running Dwayne B. V. Whitmer settlement for Period 21 (July 1, 2021 to December 31, 2021). Specifically, the department emphasized how child safety has improved through increased monitoring of and investment in congregate care facilities where foster and juvenile justice youth are placed. Funding for these improvements comes from a legislative grant to  MI DHHS.
