Minnesota DHS Issues RFP To Restructure Disability Waivers, Including Development Of Individual Budgeting
On October 27, 2017, the Minnesota Department of Human Services released a request for proposals (RFP) for a qualified contractor to study significant changes to the state's four disability waiver programs. The RFP proposes two studies. The first is to develop an individual budgeting model for home-and community-based services (HCBS) recipients; the second is to provide recommendations to simplify and improve the programs by re-configuring the program structures. In fiscal year 2016, the State of Minnesota spent $2.3 billion on disability waiver services for 43,254 people.
