New Hampshire Review Finds Addiction Treatment Coverage Capacity Issues Among Insurers
In the year prior to New Hampshire’s shift to commercial coverage for its Medicaid expansion in 2016, two of the plans now serving the expansion population — Anthem and Harvard Pilgrim — had addiction treatment system capacity issues, according to the state’s Department of Insurance (NHID). The key issues included: how the companies ensured network adequacy; ease of navigating the insurers’ online provider directories; and inaccuracies in the online provider directories. A separate issue affecting only Harvard Pilgrim concerned oversight of its subcontracted behavioral health management vendor, United Behavioral Health (UBH/Optum).
