New Haven, Connecticut Launches Pilot Reentry Program That Provides A $500 Monthly Stipend For 12 Months

The City of New Haven, Connecticut launched a privately funded pilot reentry program that provides participants with a stipend of $500 per month for the first 12 months after release from incarceration. The pilot is a partnership between the city, 4-CT, and Project M.O.R.E. Reentry Welcome Center. The pilot is being used to determine the effectiveness of issuing a card with photo identification (ID) on the front and payment capabilities on the back of the card, combined with monthly cash transfers, while promoting positive outcomes for individuals returning from incarceration.
