New York City’s human service contractors are waiting for the city to pay off more than 7,000 unpaid invoices with a total value of at least $1 billion as of April 2025, according to a review by the city Comptroller’s Office. Approximately 4,000 of these unpaid invoices, worth $861 million, were submitted for services delivered by non-profit contractors.
