New York City Owes Its Human Services Provider Organizations At Least $1 Billion For Unpaid Invoices, With $861 Million Owed To Non-Profits

As of April 2025, New York City’s human service provider organizations are waiting for the city to pay off more than 7,000 unpaid invoices with a total value of at least $1 billion, according to a report by the New York City Comptroller’s Office. Approximately 4,000 of the unpaid invoices, worth $861 million, were submitted for services delivered by non-profit organizations.
