New York City Selects Joint Proposal From EmblemHealth & UnitedHealthcare For A New Health Plan For Active City Employees, Pre-Medicare Retirees & Dependents

Effective January 1, 2026, New York City employees, pre-Medicare retirees, and their dependents will be offered a health insurance plan delivered through a partnership between EmblemHealth and UnitedHealthcare, the New York City Employees’ preferred provider organization (PPO) (NYCE PPO) plan. The plan will serve an estimated 750,000 members. The estimated contract value has not been announced.

One provider portal will be available for managing NYCE PPO plan business, for providers contracted with EmblemHealth, UnitedHealthcare, or both. UMR, the third-party administrator, will power the portal.
