New York Fails to Meet Oversight Standards For Supportive Housing Provider Organizations
The New York State Office of Temporary and Disability Assistance (OTDA) controls for the Empire State Supportive Housing Initiative (ESSHI) are insufficient to ensure that needs of the high-risk target populations are met and that provider organizations deliver services as required. According to an audit of OTDA’s oversight of its ESSHI contracts and a sample of records for 81 residents, OTDA failed to ensure that its contracted provider organizations completed individualized service plans (ISP) for residents; 49% of the records lacked a completed ISP.
