To better serve children with complex behavioral needs in the child welfare system, the North Carolina Department of Health and Human Services (NCDHHS) and a diverse group of stakeholders released a coordinated action plan that recommends 13 new prevention and treatment solutions. A key goal is to reduce the number of children held to sleep overnight in inappropriate settings, such as an emergency department or a county Department of Social Service (DSS) office while waiting for an appropriate placement.
