The North Carolina Department of Health and Human Services (NCDHHS) and Blue Cross Blue Shield NC are preparing to launch the new statewide Children and Families Specialty Plan (CFSP) on December 1, 2025. The CFSP will be managed under the name Healthy Blue Care Together.;The state announced its selection of Blue Cross Blue Shield NC on August 15, 2024, following a competitive procurement. The four-year contract is valued at $1.96 billion.

According to the state’s website, the plan will enroll more than 31,000 children and youth currently in foster care or receiving adoption assistance . . .
