North Carolina Medicaid Awards Children & Families Specialty Plan Services Contract To Blue Cross Blue Shield NC

On August 15, 2024, the North Carolina Department of Health and Human Services (NCDHHS) announced it selected Blue Cross Blue Shield NC for a four-year contract valued at $1.96 billion to operate the Medicaid Children and Families Specialty Plan (CFSP). The CFSP is a single, statewide managed care plan that will serve Medicaid-enrolled children, youth, and their families in the child welfare system.

Initially at launch, the CFSP will serve about 31,000 current and former foster youth who will be enrolled automatically. After July 2026, NCDHHS intends to offer CFSP enrollment to parents and family members . . .
