North Carolina Medicaid Ends Healthy Opportunities Pilots That Addressed Health-Related Social Needs
On July 1, 2025, the North Carolina Department of Health and Human Services (NCDHHS) ended the Medicaid Healthy Opportunities Pilots (HOP), which allowed the use of Medicaid funds to pay for non-medical health related social needs (HRSNs). The program was terminated because the state’s General Assembly did not include funding for state fiscal years 2026 and 2027. As late as March 2025, NCDHHS had been planning to expand the program statewide. ;
