North Carolina To Seek Medicaid Waiver To Serve Foster Children With SED In Home-Community Settings

The North Carolina Department of Health and Human Services (DHHS), Division of Medical Assistance (DMA) is designing a Medicaid waiver to serve foster children with serious emotional disturbance (SED) in home and community-based settings (HCBS). Legislation signed into law on July 2, 2015—Foster Care Family Act, Senate Bill 423—directs DHHS to design and draft, but not submit, a 1915(c) Medicaid waiver to solicit feedback.

By December 1, 2015, DHHS will submit a report to the Joint Legislative Oversight Committee on Health and 38 Human Services on how best to serve children with SED. The report will . . .
