On April 1, 2018, the North Dakota Department of Human Services (DHS) launched a new fee-for-service (FFS) reimbursement system for developmental disability services. Previously the services were reimbursed under a retrospective, cost-based system. DHS has been developing the system since 2011 to comply with a legislative mandate. The FFS system uses standardized rates by service type and bases staffing levels on assessed client needs.

During state fiscal year 2017 DHS provided program management or other developmental disability services in partnership with service providers to about 7,303 individuals. The new FFS methodology applies to these services: day . . .
