Ohio Moves Recovery Housing Certification Oversight To Department Of Behavioral Health
Ohio Governor Mike DeWine issued Executive Order 2026-03D and emergency rules on August 10, 2026, moving certification of recovery housing residences to the Ohio Department of Behavioral Health (DBH). Currently, recovery housing residences are certified by third-party organizations, including Ohio Recovery Housing and Oxford House, Inc. Under the new structure, DBH will directly administer recovery housing certification statewide and will have authority to receive complaints, investigate potential violations, and enforce compliance.
