Oregon’s Medicaid Coordinated Care Organizations (CCOs) report that CCO members with severe and persistent mental illness (SPMI) use the ED at more than double the rate of members overall. To address the disparity, the Oregon Health Authority (OHA) Metrics and Scoring Committee has added ED use among CCO members with SPMI as a CCO incentive measure.
