On May 1 2014, the Oregon Department of Human Services (DHS) Child Welfare Program announced the start of its statewide rollout of Differential Response (DR) to provide services to families with screened-in reports of abuse or neglect. DR is a child protective service (CPS) practice that allows the state to offer services to at-risk children without finding the family guilty of child maltreatment.
