On July 1, 2022, the Oregon Health Authority (OHA) launched a state-funded non-Medicaid health insurance program for an estimated 12,000 low-income, undocumented residents aged 19 to 25 and 55 and older. The program is called “Healthier Oregon.” It was established by Oregon House Bill 3352. Previously, low-income, undocumented individuals in the state received emergency care coverage only. During fiscal year 2023, the program is expected to cost the state $100 million.
