Pennsylvania DOC, Board Of Probation & Parole Change Procurement Process For Reentry Services

On January 4, 2017, the Pennsylvania Department of Corrections (DOC) and Board of Probation and Parole (PBPP) are shifting the community-based reentry services procurement process toward using an invitation to qualify (ITQ) rather than a request for proposals (RFP). The same day, the state Department of General Services released ITQs for 11 reentry service categories. About 90% of the prison population will participate in the reentry process. The initial contracts will run for five years.

The ITQ program gives interested vendors the opportunity to prequalify for statewide contracts for specific services categories that can be used by state agencies . . .
